Disaster Advice Glossary
Disaster recovery and restoration can be veiled in mystery to the many who have not undertaken specific training. This glossary explains technical terms to assist both report writing and the understanding of those technical terms so often misunderstood.

Qualified Person

A person with specific training%u002C knowledge and experience in the area for which the person has the responsibility and the authority to control.

 

Qualitative Analysis

Qualitative Building Screening Evaluation

A process conducted as part of screening method and evaluation wherein relevant data is collected identifying exposures and exposure pathways. The necessary information and data collection as part of the investigation activities during the initial assessment screening process.

 

Qualitative Risk Analysis

A non-numeric evaluation of the potential risks at a site as determined by the potential exposure pathways based on known or reasonably expected and available information.

 

Qualitative Swab Sample Screening

Qualitative swab sample screening requires a larger number of swabs and sampling than surface screening does. Qualitative sampling reduces the chance of offering and providing false negative erroneous results. More exact qualitative screening and investigation for coliform and enteropathogen-type bacteria%u002C are necessary for pre-schools and schools%u002C kitchens and food service%u002C locker rooms and showers%u002C food preparation and food processing%u002C hospitals%u002C medical and dental facilities%u002C clinics and laboratories%u002C or where immune-compromised persons reside. Quality Assurance/Quality Control

Visual and scientific methods used to obtain accurate and reliable information resulting from inspection and/or follow up monitoring or post-tests.

 

Quantitative Analysis

The analysis necessary to determine the precise amounts of certain chemicals%u002C organisms or agents that are present. See Qualitative Analysis

 

Quantitative Limits

The minimum amount of some chemicals%u002C toxins%u002C bacteria%u002C fungi and allergens%u002C that can be detected and measured with a suitable degree of reliability. Some quantitative limits are constrained by science%u002C while other limits are constrained by budget.

 

Quantitative Variables

An environmental characteristic which must take into account of the continued changes %u0028variables%u0029 in materials and atmosphere. This is based on levels of contamination%u002C temperature%u002C humidity%u002C air movement%u002C and pressure%u002C which must be measured against time%u002C mass%u002C growth and decay. Quarantine

The enforced isolation of a building or area for a fixed period of time. Health Note%u003A a%u0029 Quarantine typically relates to diseased buildings that have a direct health effect on its occupants%u002C such as Legionella%u002C Stachybotrys or Aspergillus disease. b%u0029 Enforced isolation is usually authorized by the health department or a medical specialist. c%u0029 Contractor Note%u003A The word quarantine should not be used by contractors and other non-enforcement personnel%u002C since it can be misinterpreted. Quick Building Drying

Restorative Drying Note%u003A a%u0029 In water damage remediation%u002C it refers to the fastest and safest methods possible to accelerated building material drying. b%u0029 Quick building drying may include wet carpet and pad removal%u002C so the air movers and dehumidification equipment can work more efficiently. c%u0029 Quick building drying usually requires larger%u002C more commercial size dehumidifiers%u002C to accelerate building drying. d%u0029 Quick building drying is necessary on commercial and industrial buildings to reduce business loss.

 

Quiescent

A state of inaction%u002C quiet%u002C static and complete stillness. Education Note%u003A Sometimes environmental assessors and industrial hygienists will air sample interiors of buildings using quiescent means for determining static loads of chemicals%u002C vapours%u002C toxins and bioaerosols in relatively still air.
