Disaster recovery and restoration can be veiled in mystery to the many who have not undertaken specific training. This glossary explains technical terms to assist both report writing and the understanding of those technical terms so often misunderstood.

Ulocladium

A fungi common on dead plants and cellulosic materials. Ulocladium is found on vegetative made textiles such as cotton.

 

Ultrasonic Cleaning

An immersion process taking contaminated contents and placing them into a solvent with a detergent in a ultrasonic cleaning machine. Education Note%u003A Ultrasonic cleaning machines are electronically induced cavitation machines which use sound waves that vibrate contaminates off of a ceramic object to a computer board.

 

Unconditional Waiver and Lien Release

An Unconditional Waiver %u0026 Lien Release document is a legal document which in brief says%u002C you as the contractor%u002C are waiving all your rights to a property%u002C as long as all labor and material payments%u002C along with interest charges have been paid. Contractor Note%u003A Often this Unconditional Waiver %u0026 Lien Release document becomes required when banks and other financial institutions are making the payment%u0028s%u0029%u002C or are signing-off and releasing insurance drafts. Uncontrolled Hazardous Waste Site

An area where an accumulation of hazardous waste creates a threat to the health and safety of individuals or the environment or both. Mitigation Note%u003A Some uncontrolled hazardous waste sites are found on public lands%u002C such as those created by former municipal%u002C county%u002C or state landfills where illegal or poorly managed waste disposal has taken place. Other uncontrolled hazardous waste sites are found on private property%u002C often belonging to generators or former generators of hazardous waste. Examples of such sites include%u002C but are not limited to%u002C surface impoundments%u002C crop and animal farms%u002C landfills%u002C dumps%u002C and tank or drum farms. Special care must be taken in identifying uncontrolled hazardous waste sites. During community-wide flooding%u002C where an uncontrolled hazardous waste site has been identified%u002C for example%u002C a garage where pesticide drums are stored and are in danger of becoming part of a flood%u002C the contractor or adjuster must not proceed with containment unless reasonable means of correction can be implemented without exposure to employees and the public. Outside state officials or authorized contractors must be notified and allowed to contain the hazardous material as a waste. See Uncontrolled Release

 

Uncontrolled Release

An uncontrolled release is the accidental release of a hazardous substance from its container. If not contained%u002C stopped%u002C and removed%u002C the release would pose a hazard to the employees in the immediate area or in areas in the path of the release%u002C or from its byproducts or its effects %u0028such as toxic vapours%u002C fire%u002C over-pressurization%u002C toxic gases%u002C or toxic particulates.

 

Underlayment

One of several types of building materials%u002C including but not limited to plywood%u002C fiberboard%u002C press board and particle board%u002C that is properly installed over a subfloor%u002C before a finish material such as sheet vinyl%u002C strip flooring or parquet flooring is installed. Mitigation Note%u003A The problem with underlayments%u002C is when they become wet %u0028saturated%u0029 they tend to degrade%u002C decompose and swell. The finish floor may continue to remain in good condition but if the underlayment is damaged%u002C the finished floor often must be removed to repair the damage to the underlayment. Health Note%u003A If underlayment is saturated with sewage%u002C it must be removed and replaced%u002C since it cannot be cleaned and sanitized.

 

Undermining

A process whereby the vertical component of erosion exceeds the base of a building foundation or the level below which the bearing strength of the foundation is compromised.

 

Uniform Building Code %u0028UBC%u0029

National building codes in which cities and communities must comply with during the initial building%u002C construction and restoration. Education Note%u003A Flooded buildings which cause or have resulted in structural damage or an impairment of health to its occupants caused by wet building materials. Wet building materials can be a violation of the UBC%u002C and other municipal health and safety codes.

 

Unit In Place Costs

The combining of material%u002C labour and other elements to form a segment of a building system. See Valuation

 

User

An individual or group involved in the Risk-Based Corrective Action %u0028RBCA%u0029 process%u002C including insureds and property owners%u002C insurance companies and mortgage holders%u002C managers and operators%u002C regulators%u002C attorneys%u002C contractors and consultants%u002C and other stakeholders.

 

UST

An industry-wide abbreviation for under-ground storage tanks. In the U.S.%u002C all USTs must comply with federal%u002C state and local regulations. While most of us think USTs are at gas stations%u002C many farms%u002C businesses and some rural homeowners have USTs. To avoid problems with UST regulations%u002C the U.S. Environmental Protection Agency %u0028EPA%u0029 has mandated all USTs are to be periodically checked for leaks and corrosion%u002C to name a few. Part of the federal requirements can be found in 40 CFR%u002C parts 280 and 281. In community-wide flooding for example%u002C USTs may become a problem%u002C in that they can leak%u002C and in some situations%u002C empty USTs may detach them self from connections and float to the surface or down stream.
